
Navigating the Complexity of
Housing Policy
Maryland city and town managers are invited to take part in a brief, informal one-on-one conversation with me to discuss the complexity of municipal leadership. I currently serve as Town Manager in Oxford, Maryland, and I am in the process of completing my doctoral dissertation, which explores how town managers navigate competing demands, institutional constraints, and community expectations when advising elected officials on policy decisions. The conversation will take no more than one hour and can be scheduled at your convenience. Most importantly, your participation will be completely anonymous—nothing you share will be attributed to you or your town. Any insights gathered will be used only in aggregate to highlight practical tools and strategies used by town managers in the field. I will share a summary of my findings with participating managers.​
